EIS table upload moved from pass 2 to pass 3, to better accomodate La Palma joint observations.

EIS:
- Support for HOP74.

- Will adjust slit focus in weekend plan. Pre/Post-adjustment verification observations require at least 475Mb of data allocation (preferably 600Mb), and at least 16 hours of pointing control (preferably a whole day).

Plan: 1. Disk center tracking for 3 1/4 hours
2. Off-limb fixed pointing for 3 1/4 hours
3. Disk center tracking again for 1 1/4 - 5 hours
4. Focus adjustment
5. Repeat steps 1-3.
