  Hirobumi Saito(M’80) received his B.S., M.S., and Ph.D. degrees in Electrical Engineering from University of Tokyo in 1976,1978,and 1981, respectively.
  He has worked at the Institute of Space and Astronautical Science, Japan. At present he is a professor as a Division Director of Space Energy and Information Engineering. He has been engaged in research of spacecraft electrical engineering including deep space communications, advanced onboard instruments, and spacecraft bus systems. One of his interests is SOI devices for space applications. He was a project manager of a small satellite INDEX launched in 2005. He was a visiting research scientist of MIT from 1986 through 1988, and a visiting research scientist of JPL, CALTEC in 1991. He has authored or coauthored more than 50 scientific papers and 2 books.
  He is a Corresponding member of International Academy of Astronautics, a member of the IEEE, and a member of two Japanese academic societies.
